PARISH COUNCIL ALLOTMENTS
REGULATIONS FOR ALLOTEMENT HOLDERS with effect from January 2007
1. All allotment tenants must be registered with the Parish Council and must pay
agreed rent annually- the year to run: April 1st to March 31st
2. If rent has not been paid by 4 weeks after it was due the Parish Council
will presume the plot holder does not intend to renew the lease. After due
notice the plot will be re-let.
3. Tenants must not trespass on plots that are not their own.
4. Only tenants, or people known to existing tenants, shall be allowed on this
Parish Council site.
5. Any incidents of stealing or vandalism must be reported back to the Parish
Council.
6. Any dog on the allotment site must be under proper control.
7. Allotment holders must keep their plot in a reasonable state of tidiness.
Items such as rusty metal, plastic, old carpets etc must not be allowed to
accumulate.
8. Enforcement: if a plot is unused and through lack of attention becomes
overgrown, the Parish Council will take the following action:
a) The tenant will receive a warning letter from the Parish Clerk.
b) If after three months from the date of the first letter the condition of the
plot remains unaltered, or continues to deteriorate, the tenant will receive a
second warning letter.
c) If after a further three months from the date of the second warning letter,
no remedial action has been taken, not withstanding if the rental has been paid,
the Parish Council regrets the tenancy will be terminated. The Parish Council
may seek reimbursement from the tenant to return the plot into reasonable
working order.
9. The access track way and all paths must be kept clear.
10. Any suggestions or complaints must be submitted in writing to the Parish
Council.
11. Health and Safety: Allotments can be dangerous places; children on the site
must be under parental supervision. No ponds, Water Features, Bee Keeping Hives
or equipment will be allowed
12. Allotments must not be used for the sitting of any permanent children’s play
equipment.
13. The Parish Council can not be responsible for injuries that occur on
the site.
14. The Diocese does not want allotment space to be used for the commercial
growing of such items as trees.
15. It is forbidden to keep any livestock on an allotment, other than chickens
on a limited scale.
16 Watering: not withstanding any Bristol Waterworks restrictions in periods of
drought no water sprinklers are allowed only hand held hoses.
17 The Tenant will be required to obtain permission from the Parish Council to
erect on their plot small temporary structures i.e. Green Houses. Garden Sheds.
Tool Sheds and the like.
18. Any tools, equipment or personal belongs left on the site are strictly at
the
owner’s risks.
Fourth Annual Meeting of Winford Allotment Holders held at Church Farm House
Saturday November l9th 2005

Sue and John Wallwork Hugh Gregor, Alan Parker, Bridget Smith
1 Stopcock Site to be confirmed, and AP to ask Len Budd to turn
off and clearly mark.
2. Illegal Parking Another untaxed vehicle is on site. HG to inform
police
3. Problems from last year No more tool thefts, no asbestos found on
site, no dog fouling.
4. HG reported that i. N. Somerset have power tools and +
training
ii. Boundary weeds can be controlled by a ditch lined with plastic sheets
iii The Allotment Regeneration Initiative in Bristol has good literature
5. Produce Show Limited enthusiasm for the idea of holding a joint
display next year
6. Chicken House Like her predecessor, CB kindly invited all to use this
shed on her plot.
7. Compost ME asked if there was a reduced price for bulk buying. (The
Committee subsequently met and agreed £7 for 10 bags if self collected)
8. Power Tools JT has a rotivator/cultivator which she will hire out £10
a time. ME has a small one, and also a strimmer.
9. Working Party Fixed for lOam Sat March 25th Reminders to be sent
nearer the date. Possible jobs are : trimming hedge, path up side ( ? JT’s herb
garden and ditch and plastic weed control all down fence ? HG to buy more yellow
posts to mark out exact boundary) strimming edge of access lane, digging out
Japanese Knot weed.
10. Bees The Wallworks had been asked by a friend if he could place a
hive on the site.
General discussion. In favour: a nice idea, and good for pollination. Against :
risk
of stings ( one person allergic) and proximity of children. Who will have hive
on their plot?. Meeting agreed to reconsider, and remains open to persuasion.
11 .Japanese Knotweed At present this in one location only, (on boundary
of Plots 4 & 3b) but spreading. Agreed ME and SW would try digging but
ultimately chemical control ( sodium chlorate) might be necessary.
12. AOB. JT and DL If individuals cannot work their plots for a time for
whatever reason could others be told, or the area covered to control weed
spread?.
JT Can we use weed killer on edge of access lane ? Majority
feeling against
DL Parking problems are eased this year, and relations with horse
owners better.
SW Can we dig out a pond? Nice idea, but WPC to check safety
(insurance)
BS All have agreed to allow their contact details to be circulated
NB Contrary to claim made, trees are not forbidden, and fruit
trees are to be encouraged.
